Usually both, because the two spaces trade air through whatever opening connects them. Sealing one and leaving the other open moves the moisture around the house without lowering it. We assess the whole underfloor volume at once and size the dehumidification to the combined space.
Water comes in right where the wall meets the floor after a big rain. Is that normal up here?

Is encapsulation even the right word when the space is mostly basement?
