Lebanon sits in cedar glade country, where the limestone lies close to the surface and the soil over it is thin. Water that lands on ground like that has very little room to soak in, so it spreads out on top of the rock and travels sideways until it meets something. Foundations are what it meets. Our subdivision is fifteen years old. Should a crawlspace that new be damp?

The builder's plastic is still down there. Can you just tape it up?
