After a heavy rain there's standing water under our house for days. Where do I even start?
With drainage. Water that is genuinely coming into the space needs a route out before anything gets covered, so we install interior drainage and a sealed sump and take the discharge well clear of the foundation. The liner goes over ground that already drains, which is the order that makes it hold.
Our floors feel cold and the house is drafty even with new windows. Is that the crawlspace?

The insulation between the floor joists has fallen down. Should that go back up?
Usually it comes out and stays out. Fibreglass batts in a damp crawlspace absorb moisture, sag away from the subfloor and stop insulating long before they fall. In a sealed and conditioned space the insulation belongs on the walls, so the crawlspace becomes part of the conditioned house.
How bad does it have to get before it's worth doing something about?
If the ground under the house is uncovered and the vents are open, the process is already running. Waiting mostly changes how much framing repair ends up on the estimate. The assessment is free, so finding out where yours sits costs nothing.
