The liner does not depend on the soil drying out. It is mechanically fastened and sealed to the walls and around every pier, and it sits on ground that has been graded and, where the readings call for it, drained. On heavy Coffee County clay the drainage half of the job usually carries more weight.

Our AC runs constantly in July and the house still feels sticky. Related?

Very likely. An air conditioner removes some humidity as a side effect of cooling, and it is fighting a crawlspace that is feeding moist air upward all day. Once the space below is sealed and the humidity there is controlled, the system upstairs stops working against it.

Can you seal a crawlspace that has ductwork running all through it?
